AIDS COMMUNITY CARE ALTERNATIVES PROGRAM (ACCAP)

The AIDS Community Care Alternatives Program (ACCAP) program provides community-based services for individuals who are in need of long-term institutional care. The purpose of ACCAP is to help eligible individuals remain in the community rather than be cared for in a nursing facility or a hospital setting.

Services Available

The ACCAP program offers all of New Jersey Title XIX Medicaid services except nursing facility coverage, plus the following services:

  • Private-Duty Nursing
  • Personal Care Assistant
  • Certain Narcotic and Drug Abuse Treatments at Home
  • Special Home Services Provider Supervision to Children Who Reside in Division of Youth and Family Services (DYFS) Foster Homes
  • Specialized Group Foster Care Homes (for children)
  • Hospice Care

ACCAP participants work together with a care manager to develop a Plan of Care to best meet their needs. The care manager then works with the participant to ensure that services are delivered as planned.

You may be eligible for ACCAP if you are:

  • Diagnosed as having AIDS. Children under the age of 13 may also be diagnosed HIV positive, AND
  • Assessed by the Department of Health and Senior Services' Long Term Care Field Office as in need of a nursing facility level of care, And
  • Have a monthly income of up to $1,809 and less than $2000 in assets or are eligible for SSI or New Jersey Care.
  • There is no deeming of parental income or resources in determination of eligibility. A spouse's income also is not considered. While a spouse's resources are considered in the determination of eligibility, up to one half of the total recourses are protected for the use of the spouse.
