April 27, 2010

CALL TO ORDER

A Regular meeting of the Atlantic County Board of Chosen Freeholders was called to order by Chairman James Curcio at 4:00 p.m., Eastern Daylight Savings Time, on the above-mentioned date at the Mullica Township Municipal Building, 4528 White Horse Pike, Elwood, New Jersey.

OPEN PUBLIC MEETING STATEMENT

Statement of Open Public Meeting Compliance:  Pursuant to the Open Public Meetings Act, Chairman Curcio announced that adequate notice of this meeting, as required by said Act, has been provided to The Press, the Mainland Journal, posted on the bulletin boards at 1333 Atlantic Avenue, Atlantic City, the Stillwater Building, 201 Shore Road, Northfield and the County Clerk’s Office in Mays Landing.

PRAYER AND FLAG SALUTE

The prayer was led by Freeholder Giordano followed by the flag salute led by Chairman Curcio.

MINUTES OF MEETING
MARCH  30, 2010

Freeholder Giordano moved and Freeholder Schroeder seconded a motion to adopt and dispense with the reading of the March 30, 2010 minutes.

The above-mentioned motion was adopted by the following roll call:  AYES:  Cooper, Dase, Formica, Garrett, Giordano, McDevitt, Schroeder, Sutton and Curcio.  NAYS:  None.  ABSTENTIONS:  None. 

BOND ORDINANCE NO. 1 OF 2010 - FIRST READING
PROVIDING FOR VARIOUS IMPROVEMENTS OR PURPOSES TO BE UNDERTAKEN BY THE COUNTY OF ATLANTIC

Freeholder Sutton moved and Freeholder Formica seconded a motion to introduce on first reading Bond Ordinance No. 1 of 2010 providing for various improvements or purposes to be undertaken by the County of Atlantic, New Jersey, and appropriating $5,715.000.00 therefor from the capital improvement fund of the County.

The above-mentioned motion was adopted by the following roll call:  AYES:  Cooper, Dase, Formica, Garrett, Giordano, McDevitt, Schroeder, Sutton and Curcio.  NAYS:  None.  ABSTENTIONS:  None. 

BOND ORDINANCE NO. 2 OF 2010 - FIRST READING
IMPROVEMENT OF THE ATLANTIC CAPE COMMUNITY COLLEGE

Freeholder Formica moved and Freeholder Cooper seconded a motion to introduce on first reading Bond Ordinance No. 2 of 2010 making an appropriation of $2,353,000.00 for improvement of the Atlantic Cape Community College in and by the County of Atlantic, New Jersey, and authorizing the issuance of $2,353,000.00 bonds or notes of the County for financing such appropriation.

The above-mentioned motion was adopted by the following roll call:  AYES:  Cooper, Dase, Formica, Garrett, Giordano, McDevitt, Schroeder, Sutton and Curcio.  NAYS:  None.  ABSTENTIONS:  None. 

ORDINANCE NO. 8 OF 2010
FINAL READING
PROHIBITING PARKING ON A PART OF OLD NEW YORK ROAD (COUNTY ROUTE 610) IN GALLOWAY TOWNSHIP

Freeholder Schroeder moved and Freeholder Giordano seconded a motion to adopt on final reading Ordinance No. 8 of 2010 prohibiting parking on a part of Old New York Road (County Route 610) in the Township of Galloway.

Chairman Curcio opened the meeting for public comment on Ordinance No. 8 of 2010 at 4:17 p.m.  Being none, Chairman Curcio closed the public portion at 4:17 p.m.

The above-mentioned motion was adopted by the following roll call:  AYES:  Cooper, Dase, Formica, Garrett, Giordano, McDevitt, Schroeder, Sutton and Curcio.  NAYS:  None.  ABSTENTIONS:  None. 

ORDINANCE NO. 9 OF 2010
FIRST READING
SIGHT TRIANGLE EASEMENT ALONG FIRE ROAD IN EGG HARBOR TOWNSHIP

Freeholder Giordano moved and Freeholder Sutton seconded a motion to introduce on first reading Ordinance No. 9 of 2010 to vacate and abandon a sight triangle easement across part of Lot 2 in Block 2303, along Fire Road in the Township of Egg Harbor.

RESOLUTION NO. 202
PROVISION OF COLLEGE INTERNS WITH AN OBSERVATIONAL CLINICAL EXPERIENCE IN THE WOMEN’S HEALTH UNIT

Freeholder Formica moved and Freeholder Cooper seconded a motion to enter into an agreement with Rutgers University for an observational clinical experience in the women’s health nursing for Graduate Nurse Practitioner students at no cost to the County.

RESOLUTION NO. 203
CONTRACT FOR ACTUARIAL ANALYSIS OF POST-EMPLOYMENT DENTAL AND VISION BENEFITS LIABILITY

Freeholder Formica moved and Freeholder Sutton seconded a motion to award a contract to Hay Group, Inc. to provide actuarial analysis of post-employment dental and vision benefits liability for an amount not to exceed $6,000.00.

RESOLUTION NO. 204
BID CONTRACT TO FURNISH AND DELIVER AND INSTALL BACKHOE/LOADER ATTACHMENTS

Freeholder Garrett moved and Freeholder Formica seconded a motion to award a bid contract to Cherry Valley Tractor Sales to furnish, deliver and install backhoe/loader attachments for an amount not to exceed $14,103.54.

The above-mentioned motion was adopted by the following roll call:  AYES:  Cooper, Dase, Formica, Garrett, Giordano, McDevitt, Schroeder, Sutton and Curcio.  NAYS:  None.  ABSTENTIONS:  None. 

RESOLUTION NO. 205
BID CONTRACT FOR GPS TRACKING OF INMATES

Freeholder Dase moved and Freeholder Formica seconded a motion to award a bid contract to Satellite Tracking of People for GPS tracking of inmates for an amount not to exceed $199,180.50.

ACCEPTANCE OF GRANT FUNDING TO PURCHASE EQUIPMENT TO ENHANCE THE PROVISION OF TRANSPORTATION SERVICES TO THE ELDERLY AND/OR PERSONS WITH DISABILITIES

Freeholder Formica moved and Freeholder Cooper seconded a motion to accept grant funding from New Jersey Transit to purchase equipment to enhance the provision of transportation services to the elderly and/or persons with disabilities pursuant to USDOT FTA-CMAQ Initiatives of the Federal Transit Act, as amended, for funding in the amount of $390,000.00.

REAPPOINTMENTS TO THE ATLANTIC COUNTY LOCAL ADVISORY COUNCIL ON ALCOHOLISM AND DRUG ABUSE (LACADA)

Freeholder Schroeder moved and Freeholder Giordano seconded a motion to reappoint Jeffrey Conley and Clifford Mays, Jr. to the Atlantic County Local Advisory Council on Alcoholism and Drug Abuse (LACADA) for terms to expire on November 1, 2012.

The above-mentioned motion was adopted by the following roll call:  AYES:  Cooper, Dase, Formica, Garrett, Giordano, McDevitt, Schroeder, Sutton and Curcio.  NAYS:  None.  ABSTENTIONS:  None. 

RESOLUTION NO. 216
CHANGING THE LOCATIONS OF VARIOUS
REGULAR MEETINGS OF THE BOARD OF FREEHOLDERS AND INFORMING THE MEDIA

Freeholder Giordano moved and Freeholder Cooper seconded a motion to amend Resolution No. 3 of 2010 adopted on January 5, 2010 changing the locations of various regular meetings of the Board of Chosen Freeholders and informing the media.

The above-mentioned motion was adopted by the following roll call:  AYES:  Cooper, Dase, Formica, Garrett, Giordano, McDevitt, Schroeder, Sutton and Curcio.  NAYS:  None.  ABSTENTIONS:  None. 

RESOLUTION NO. 217
URGING SIGNING OF NJ BILL S-920 BY THE GOVERNOR AND URGING NEW SUGGESTIONS BE ENACTED INTO LAW(SPONSOR:  FREEHOLDER MCDEVITT)

Freeholder Sutton moved and Freeholder Formica seconded a motion to pass a resolution urging signing of NJ Bill S-920 by the Governor and urging new suggestions be enacted into law (Sponsor:  Freeholder Joseph McDevitt).

The above-mentioned motion was adopted by the following roll call:  AYES:  Cooper, Dase, Formica, Garrett, Giordano, McDevitt, Schroeder, Sutton and Curcio.  NAYS:  None.  ABSTENTIONS:  None. 

PUBLIC PORTION

Chairman Curcio opened the meeting to the public for their comments at 4:44 p.m.

Joe Brown, Chairman of Local Citizens Transportation Advisory Board spoke regarding the decrease in transportation for Seniors and Disabled Citizens (See Enclosed Statement).

Mayor Michael St. Amour of Mullica Township welcomed the Board of Freeholders to Mullica. He also discussed a resolution of the Atlantic County Mayors Association urging the Atlantic County Board of Freeholders to make an expedited decision concerning the implementation of a central dispatch system.  This would use $90.00 of taxes.

There were no further public comments and Chairman Curcio closed the public portion at 4:55 p.m.

FREEHOLDERS COMMENTS

Freeholder Formica thanked Mullica Township for hosting Freeholder meeting. He also thanked Joe Brown and Ann Burns for attending the meeting.

Freeholder Sutton announced that FEMA assistance was available regarding flooding.  The Annual Valor Awards was held last Wednesday and this year awards were presented to individuals with 50 years or more of service..

Freeholder Schroeder thanked Mullica Township for the invitation to hold the Freeholder meeting in their municipal building.  He stated that Mullica’s education system and recreation program are outstanding.

Freeholder Dase thanked Mullica Officials.  He stated his father and grandfather were raised in Mullica.

Freeholder Garrett spoke about the Atlantic County Board of Freeholders hosting the Southern New Jersey Freeholders Association Dinner/Meeting for the month of April.

Freeholder Giordano asked that the municipalities continue to invite the Board on the road.

Freeholder Cooper reported on the Mayors Association Dinner.

WRITTEN CORRESPONDENCE

Written Correspondence was received by this Office for the period of April 21, 2010 to April 27, 2010.

ADJOURNMENT

Freeholder Curcio asked for a motion to adjourn the Freeholder meeting.  Freeholder Giordano moved and Freeholder Sutton seconded a motion to adjourn the Freeholder meeting.  The motion was unanimously passed.  The meeting was adjourned at 5:07 p.m.
