A Regular meeting of the Atlantic County Board of Chosen Freeholders was called to order by Chairman James Curcio at 4:00 p.m., Eastern Daylight Savings Time, on the above-mentioned date at the Stillwater Building, 201 Shore Road, Northfield, New Jersey. |

Statement of Open Public Meeting Compliance: Pursuant to the Open Public Meetings Act, Chairman Curcio announced that adequate notice of this meeting, as required by said Act, has been provided to The Press, the Mainland Journal, posted on the bulletin boards at 1333 Atlantic Avenue, Atlantic City, the Stillwater Building, 201 Shore Road, Northfield and the County Clerk’s Office in Mays Landing. |

Freeholder Sutton moved and Freeholder Formica seconded a motion to award an EUS contract to Insurance Agencies, Inc. for real and personal excess property insurance for an amount not to exceed $182,984.00.

Freeholder Sutton moved and Freeholder Formica seconded a motion to award professional services contracts to various environmental consultants to provide services as needed for various acquisition projects for an amount not to exceed $150,000.00 for all contracts.

Freeholder Formica moved and Freeholder Cooper seconded a motion to amend Resolution No. 574 adopted on October 13, 2009 regarding a professional services contract with AtlantiCare Occupational Medicine for additional pre-employment physicals for an additional amount of $1,747.00, for a total amendatory contract amount not to exceed $44,732.00.

Freeholder Cooper moved and Freeholder Sutton seconded a motion to award a professional services contract to AtlantiCare Occupational Medicine to provide post offer pre-employment physicals and MRI’s to prospective employees for designated positions for an amount not to exceed $40,605.00.

Freeholder Formica moved and Freeholder Cooper seconded a motion to include various vendors on the list of vendors to be utilized for perishable food quotations and purchases in the aggregate amount not to exceed $950,000.00.

RESOLUTION NO. 157
PROFESSIONAL SERVICES CONTRACT FOR DESIGN TEAM SERVICES FOR THE ESTELL MANOR PARK |
Freeholder Garrett moved and Freeholder Sutton seconded a motion to award a professional service contract to Dixon Associates Engineering, LLC for design team services for the Estell Manor Park for an amount not to exceed $282,170.00.
Freeholder Dase moved and Freeholder Cooper seconded a motion to open the meeting to the public for comments regarding Resolution No. 157.

Bob McNaulty, Vice President of the Veterans Advisory Board encouraged the Board to vote yes for this Resolution.
Joe Cavalier of the Atlantic County Veterans Advisory Board stated that Resolution No. 157 was very important.

AGREEMENT TO HOUSE ANIMALS SEIZED IN ABUSE CASES |
Freeholder Sutton passed and Freeholder Schroeder seconded a motion to enter into an agreement with the Atlantic County Society for the Prevention of Cruelty to Animals to house animals seized in abuse cases at the cost of $24.00 a day (Revenue Generating).

Freeholder Sutton moved and Freeholder Giordano seconded a motion to award an alternate method contract to Unitronix Data Systems, Inc. to provide maintenance service for the Abacus and Administrative Software Systems used by the Department of Family and Community Development for an amount not to exceed $26,537.40.

JOINT SERVICES AGREEMENT TO SEEK FUNDING FOR A FOUR-COUNTY-WIDE COMMUNICATIONS PLATFORM

Freeholder Giordano moved and Freeholder Formica seconded a motion to enter into a shared services agreement with Atlantic County, Cumberland County, Gloucester County and Salem County as lead agency to acquire grant funding from the U.S. Department of Commerce or other available sources for the I.T. Broadband and Wireless Communication Project with each participating County reimbursing Salem County an amount not to exceed $5,000.00 towards costs incurred for grant writing consultant services.

Freeholder Giordano moved and Freeholder Garrett seconded a motion to amend Resolution No. 67 adopted on February 2, 2010 regarding an agreement with Pur Foods, D/B/A Mom’s Meals to provide supplemental home delivered meals to decrease the contract by $4,760.00 and for a total amendatory contract amount not to exceed $8,792.00.
