CALL TO ORDER A regular meeting of the Atlantic County Board of Chosen Freeholders was called to order by Chairman Joseph Silipena at 4:00 p.m., Eastern Standard Time, on the above date and at the Stillwater Building, Northfield, NJ.
OPEN PUBLIC MEETING ACT Statement of Open Public Meeting Compliance: Pursuant to the Open Public Meeting Act, Chairman Joseph Silipena announced that adequate notice of this meeting, as required by said Act, has been provided to The Press and the Mainland Journal, posted on bulletin boards at 1333 Atlantic Avenue, Atlantic City; the Stillwater Building, 201 Shore Road, Northfield and at the County Clerk's Office in Mays Landing.
PRAYER & FLAG SALUTE The prayer and flag salute was led by Chairman Silipena.
ROLL CALL The following roll call was recorded: PRESENT: Cooper, Curcio, Giordano, Kelly, Nelson, Russo, Schilling, Sutton and Silipena.
MINUTES

Freeholder Sutton moved and Freeholder Giordano seconded a motion to dispense with the reading of the July 17, 2007 Minutes and approve them as presented.

The above-mentioned motion was adopted by the following roll call vote: AYES: Cooper, Curcio, Giordano, Kelly, Nelson, Russo, Schilling, Sutton and Silipena.

ORDINANCE 8

PROHIBITING FISHING ON BRIDGE

Freeholder Schilling moved and Freeholder Giordano seconded a motion for an Ordinance prohibiting fishing on the Longport Bridge - FIRST READING.

RESOLUTION 427*

EMERGENCY SUPPLY KITS

Freeholder Giordano moved and Freeholder Sutton seconded a motion to enter into a contract with CRC Solutions/Survival Gear Source, to furnish and deliver emergency supply kits to the Public Health Department for an amount not to exceed $28,275.00.

RESOLUTION 444

INTERGOVERNMENTAL RENEWAL AGREEMENT

Freeholder Schilling moved and Freeholder Sutton seconded a motion to enter into an intergovernmental renewal agreement with Sterling High School District Board of Education for computer consultant services and technical support for the County Library Windows domain project for an amount not to exceed $27,605.00.

RESOLUTION 445

GPS TRACKING OF INMATES

Freeholder Russo moved and Freeholder Kelly seconded a motion to enter into a renewal contract with Satellite Tracking of People, LLC., for GPS tracking of inmates monitoring system/service for Atlantic County Department of Public Safety for an amount not to exceed $58,400.00.

RESOLUTION 446

SURVEYING SERVICES

Freeholder Sutton moved and Freeholder Giordano seconded a motion to enter into professional service agreements with various surveyors to provide various land and roadway surveying services throughout Atlantic County for an amount not to exceed $175,000.00.

RESOLUTION 447

CONSULTING SERVICES

Freeholder Russo moved and Freeholder Schilling seconded a motion to enter into a contract with Health Care Resources to provide Medicaid and Medicare cost reimbursement consulting services for an amount not to exceed $28,400.00.

RESOLUTION 448

ELECTION PRINTING SERVICES

Freeholder Sutton moved and Freeholder Giordano seconded a motion to enter into a contract with Royal Printing Service to provide election printing services for the 2007 general election and any special election for an amount not to exceed $98,178.00.

RESOLUTION 449

UTILIZATION REVIEW SERVICES

Freeholder Curcio moved and Freeholder Schilling seconded a motion to enter into a professional services contract with Professional Rehabilitation Associates of New Jersey to provide utilization review services for the Atlantic County Justice Facility for an amount not to exceed $215,800.00.

RESOLUTION 450

AMENDING RESOLUTION 252 (5/16/06)

Freeholder Sutton moved and Freeholder Kelly seconded a motion amending Resolution 252 (5/16/06) regarding a grant with New Jersey Transit for a congestion mitigation and air quality improvement program for an additional $15,535.00 and an amendatory contract amount of $45,535.00.

RESOLUTION 451

LEASE AGREEMENT

Freeholder Russo moved and Freeholder Kelly seconded a motion for a renewal lease agreement with Ventroy Associates to rent space at the Ventnor Professional Campus in Ventnor for the Atlantic County Office of Veteran's Affairs total amount per year $14,400.00.

RESOLUTION 452

EXCESS LIABILITY INSURANCE

Freeholder Sutton moved and Freeholder Schilling seconded a motion to purchase Excess Liability Insurance coverage for various areas of liability through Glenn Insurance, Inc. annual premium not to exceed $589,327.00.

Freeholder Curcio moved and Freeholder Nelson seconded a motion for the insertion into the budget the sum of $3,000.00 from the State of New Jersey, Department of Human Services, under the caption of Mental Health Administrator CY07.

Freeholder Curcio moved and Freeholder Nelson seconded a motion for the insertion into the budget the sum of $374,389.00 from the State of New Jersey, Department of Law and Public Safety, Division of Criminal Justice, under the caption of Victim Assistance Project/Victims of Crime Act Grant 07-08.

Freeholder Curcio moved and Freeholder Nelson seconded a motion for the insertion into the budget the sum of $1,444,533.00 from the State of New Jersey, Department of Children and Families, under the caption of CFI & APPI 07-08.

Freeholder Curcio moved and Freeholder Nelson seconded a motion for the insertion into the budget the sum of $54,658.00 from the State of New Jersey, Office of Homeland Security and Preparedness, under the caption of Homeland Security 06/08.

RESOLUTION 458

APPOINTMENT

Freeholder Giordano moved and Freeholder Nelson seconded a motion for the appointment of Debra L. Dickerson to the Atlantic County Advisory Commission of Women for a term to expire on February 2, 2010.

APPOINTMENT

Freeholder Giordano moved and Freeholder Nelson seconded a motion for the appointment of Gilbert Zonge to the Atlantic County Fire Training Advisory Board for a term to expire on August 1, 2008.

REAPPOINTMENT

Freeholder Giordano moved and Freeholder Nelson seconded a motion for the reappointment of Howard Berchtold, Jr., Levon (Lefty) Clayton, Mike Corbo, Oscar Dutch, Jr., James Garth, Sr., R. Thomas Hunter, Jr., Vincent J. Jones, III, Richard Mulvihill, Amor (Skip) Portale, Whitey Swartz and Joseph Ward to the Atlantic County Fire Training Advisory Board for a term to expire in August 1, 2008.

RESOLUTION 461

APPOINTMENT

Freeholder Giordano moved and Freeholder Nelson seconded a motion for the appointment of Michael Diamond to the Atlantic County Parks and Environment Advisory Commission for a term to expire on July 1, 1020.

RESOLUTION 462

REAPPOINTMENT

Freeholder Giordano moved and Freeholder Nelson seconded a motion for the reappointment of Michael A. Hogan, Gaylord Inman and Elmer C. Ripley to the Atlantic County Parks and Environment Advisory Commission for a term to expire on July 1, 2010.

The above-mentioned motion was adopted by the following roll call vote: AYES: Cooper, Curcio, Giordano, Kelly, Nelson, Russo, Schilling, Sutton and Silipena.

PUBLIC COMMENTS There being no further business, Chairman Silipena opened the public portion of the meeting at 4:33 p.m.

Lou Green (Mays Landing resident), Veteran Affairs advocate spoke regarding a veteran's information service booth on the Atlantic City Boardwalk. He stated that he met with the Atlantic County Veterans Advisory Board seeking support for this endeavor. He requested support from the Freeholder Board in funding his initaitve.

Brian Condella (Seaview Harbor, EHT resident), spoke in favor of Ordinance No. 8 (2007) banning fishing on the Longport Bridge.

There being no further public comments, Chairman Silipena closed the public portion of the meeting at 5:05 p.m.
