Mr. Kligerman spoke in favor and support of this Ordinance. Harry Podicky, Chairman of Citizens Campaign was willing to answer any questions on this Ordinance. Chairman asked if he could meet with Code Committee to asses them and put together a bipartisan group of lawyers. Freeholder Giordano moved and Freeholder Sutton seconded an execution of a declaration of conservation restrictions across property identified as Block 2015, Lot 1, Block 2020, Lot 2 and Block 2021, Lot 1.01, including an unimproved street known as High Bank Drive in the City of Somers Point, in favor of the New Jersey Department of Environmental Protection and the US Army Corps of Engineers and execution of drainage and road easements in favor of the County of Atlantic at no cost.

There being no further business, Chairman Silipena opened the public portion of the meeting at 4:40 p.m.
Rusty Ruane, Hamilton Township, asked Freeholder Cooper if she would be in favor of municipalities releasing all public information. Freeholder Cooper responded in the affirmative. Andrea Ayers, Somers Point, spoke regarding tax increases and the constitutional officers relinquishing their salary increases (cost of living adjustments). Jim Carney, Atlantic County Surrogate, spoke about the salary increases (cost of living) but he felt all should be treated equally. Jim O'Neal, Northfield, stated all public salaries can be found on www Asbury Park Press (link on County Web site could be used). Tom Price, Galloway, asked the Board to investigate why his name was not on the ballot or the voting machine. Mr. Russo has done an investigation and submitted to the legal counsel for payment of the printing bills. Sheriff McGettigan, asked about Ordinance #7 he has some suggestions to add to this Ordinance. Change ethics Board, ban revolving door, ban employees contribution to County elections. Opra records of past request should be put on the Internet. He asked this be added to Ordinance 7. Andrea Ayers, said taxpayers would save money if people who are on pension from one government job could not hold another government job. Jim O'Neal, stated everything is on line now. There being no further public comments, Chairman Silipena closed the public portion of the meeting at 5:00 p.m. Freeholder Giordano, asked about a certain lawyer working for Atlantic County who also is involved with the adult industry. He felt the Freeholder Board should look at this matter. Freeholder Kelly was also concerned about this issue. Freeholder Cooper asked how detailed is the information on the background of hiring attorneys. Freeholder Curcio said you couldn't blame the lawyer for the sins of his client. Mr. Ferguson stated the attorney was hired in 2002. Mr. Philip George referred the attorney to the County for labor contracts. This firm continued to receive the low bid quotes for the County work. County Counsel cannot by law ask about an attorneys clients. County Executive relied on County Counsels recommendation that he was qualified and capable. Freeholder Giordano stated he will continue to speak against this issue. He stated this is moral issue, this is the destruction of America. |
