The Atlantic County Board of Ethics was established in 1991 to ensure that Atlantic County officers and employees comply with the highest standards of ethical conduct in the performance of their public duties. The Ethics Board holds a minimum of four (4) meetings per year which are conducted in conformance with the Open Public Meetings Act.

The Atlantic County Ethics Board has jurisdiction to render advisory opinions to County employees and consider and decide complaints which may arise under the Local Government Ethics Law.  Generally the Board's jurisdiction involves conflicts of interest.

The responsibilities of the Atlantic County Ethics Board are set forth in the Local Government Ethics Law, which can be found at the following link:   http://www.state.nj.us/dca/lgethics.htm#40A:9-22.16.

The matters which may be considered by the Board are specified by and limited to the matters entrusted to them pursuant to the Local Government Ethics Law.   The area of jurisdiction is specifically set forth in N.J.S.A. 40A:9-22.5, which can be found at the following website: http://www.state.nj.us/dca/lgethics.htm#40A:9-22.5.  The type of conflicts over which the Board has jurisdiction involve situations where a County officer or employee may have a direct or indirect financial or personal involvement in a matter which might be expected to impair his objectivity; whether outside employment might have the capacity to improperly influence a County officer or employee; whether an officer or employee has obtained a benefit from information not available to the general public.

Generally speaking, the Ethics Board has no jurisdiction to decide any matters which are the subject of a law other than the Local Government Ethics Law.  For example, ethics grievances concerning attorneys should be sent to the District Ethics Committee care of Michael J. Pirolli, Esquire, Secretary, Pirolli and Pirolli, 17 South High Street, Millville, New Jersey 08332.

Complaints concerning local government officials who are not County employees should be sent to the Department of Community Affairs, Local Finance Board at 101 South Broad Street, P.O. Box 803, Trenton, New Jersey 08625-0803.

Complaints involving unlawful discrimination should be sent to the New Jersey Division on Civil Rights at the Atlantic City Office at 26 South Pennsylvania Avenue, 3rd Floor, Atlantic City, New Jersey 08401.

Matters involving criminal conduct should be addressed to the Atlantic County Prosecutor's Office at 4997 Unami Boulevard, P.O. Box 2002, Mays Landing, New Jersey 08330.

Complaints involving the Open Public Records Act may be filed online with the Government Records Council, at http://www.nj.gov/grc.
