Atlantic County Sheriff's Office Assists in Fugitive Arrest

A fugitive wanted for one of Atlantic County's oldest open murder cases was arrested in New York City by members of the United States Marshal New York/ New Jersey Regional Fugitive Task Force.

Lorenzo Carter, 53, also known as Junior Jackson, formally of Atlantic City, New Jersey, was arrested around 7:00 AM on Monday, February 22, 2010 near his Brooklyn apartment by members of the Task Force.

Detective Douglas Herbert of the Atlantic County Sheriff’s Office assigned to the NY/NJ Regional U.S. Marshal Service Fugitive task force was the lead detective on the case. Sergeant James Sharkey of the Atlantic County Sheriff’s Office Fugitive Squad prepared, assigned and supervised Detective Herbert locally on the case.

Lorenzo Carter is the suspect wanted for the shooting of two individuals that resulted in the homicide of Everton Kelly on March 29, 1980. The alleged location of the shooting was the corner of Delaware Avenue and Atlantic Avenue in Atlantic City. Carter was subsequently indicted by an Atlantic County Grand Jury for murder, aggravated assault, and several weapons charges. A bench warrant for Carter’s arrest was issued by Atlantic County Superior Court Judge Robert Neustadter on July 11, 1980.

Detective Herbert’s extensive investigation revealed that Carter was arrested in Arizona in 2008 under an alias and subsequently released, but was now residing in the New York City area. Detective Herbert requested a collateral investigation be undertaken by the New York City Office of the Marshal Fugitive Task Force.

Several days later, members of the Marshal Task Force went to an apartment near 11th Street in Brooklyn, New York where Carter was believed to be residing. When detectives went to the door, Carter exited through the rear of the apartment and tried to avoid capture by attempting to enter several neighboring apartments, eventually running to the roof of the apartment complex and jumping across building rooftops and subsequently gaining access to an adjacent building where he was found hiding in the garage portion of the building by Marshal Task Force detectives that had surrounded the perimeter.

He is being held in New York City Central Booking without bail and is scheduled for extradition proceedings that will bring him back to New Jersey.

The United States Marshal for New Jersey James Plousis stated, "This is a great example of seamless law enforcement cooperation in New Jersey. This arrest shows that we are unified in going after the worst of the worst to make this country safer for everyone.”

Atlantic County Sheriff Frank Balles commended all the members of his Fugitive Squad and the US Marshal New York / New Jersey Regional Fugitive Task Force for a job well done working together to make this high profile arrest. “Fugitives wanted in Atlantic County should know that no matter how long ago they committed their crimes, our Fugitive Squad will continue to pursue them. We will partner with all law enforcement agencies, using every resource and technology at our disposal to hunt fugitives down and bring them to justice in Atlantic County.”
