Atlantic County Sheriff's Office Promotes from Within

Atlantic County Sheriff Frank Balles has announced the promotion of five Atlantic County sheriff’s officers, effective March 4, 2009.

Officers earning promotions include: Captain Joseph Mineer of Mays Landing, Captain Mike Aberman of Egg Harbor Township, Lieutenant John Ruhlman of Richland, Sergeant Joseph Amici of Hammonton and Sergeant Philip Tucker of Hammonton.

Captain Mineer began his career in 1980 as a corrections officer in the Atlantic County Correctional Facility, which at the time was a division of the Atlantic County Sheriff's Office. In 1983, he graduated from the Camden City Police Academy and was assigned general duties in the Atlantic City and Mays Landing stations of the Sheriff’s Office. In 1985 he was assigned as a detective in the Fugitive Squad and served there until his promotion to Sergeant in 1989. He served as a Patrol Sergeant and Street Sergeant in the Fugitive Squad until his promotion to Lieutenant in 1994. As Lieutenant, he commanded various units including 4-12 Operations, the Fugitive Squad, the Atlantic County Criminal Courthouse, and the Atlantic County Civil Courthouse. He lives in Mays Landing with his wife Marianne and children Sydney and Joey.

Captain Aberman started his law enforcement career in 1986 with the Atlantic County Department of Corrections. He joined the Sheriff’s Office in 1988 and upon graduating from the Atlantic County Police Academy, was assigned to the Sheriff’s Patrol Unit. In 1991 he was assigned as a detective in the Fugitive Squad and served in this capacity until his promotion to Sergeant in 2001. As Sergeant, he continued to serve in the Fugitive Squad until his promotion to Lieutenant in 2007. As a Lieutenant, he commanded the Fugitive Squad as well as the Criminal Courthouse and the Transportation Unit. He lives in Egg Harbor Township with his wife Lisa and children Michael and Matthew.

Lieutenant Ruhlman started his law enforcement career serving in the Army as a Military Police officer in 1977. He was hired in 1980 as a Youth Group Worker for Harborfields and in 1984, was hired as an Atlantic County corrections officer. In September of 1985, Lt. Ruhlman was hired by the Sheriff’s Office and served as sheriff’s officer in both the criminal and civil courthouses. Lt. Ruhlman completed his Bachelor of Arts in Law and Justice through Glassboro State College in 1982. He lives in Richland with his wife Donna and sons John Jr., Jason, and Jarred.

Sergeant Amici started his law enforcement career in 1967 as a clerk for the FBI and was stationed in Philadelphia and Honolulu, Hawaii. In 1974, he was hired by the Conshohocken Police Department where he obtained several certifications including Breathalyzer and RADAR operator. On April 13, 1987, Sgt. Amici became an Atlantic County sheriff's officer and served on the honor guard and in Prisoner Transport. During his tenure he also served on road patrol that included the Atlantic City Rail Terminal. Since 1993, Sgt. Amici has been assigned to both the criminal and civil courthouses as a sheriff’s officer. He has also been recognized with the Combat Action Award and the Injured in Combat award for his participation during an incident involving a prisoner armed with a knife. Sgt. Amici resides in Hammonton with his wife Eileen and children Thomas, Melissa and Angela.

Sergeant Tucker started his law enforcement career in July 1985 as an Atlantic County corrections officer. In 1987 he transferred to the Sheriff’s Office and has worked in both court houses. In 1990, he was assigned to the Atlantic City Rail Terminal and Prisoner Transport. Since 2002, he has served in the Community Affairs Unit where he was instrumental in bringing the Project Lifesaver Program to Atlantic County. He has also served as a National Instructor for the Project Lifesaver Program. Sgt. Tucker is a firearm’s instructor. He resides in Hammonton with his wife Angel and children LeAnne and Dana.
